Mr. Gou Lijun, Vice Secretary of the Working Committee of Binhai New Area and Chairman of Tianjin Port Free Trade Zone Administrative Committee, when he was interviewed while attending the 8th Plenary Session of the 8th Tianjin Municipal Party Committee, said that this Session is an important meeting to study and implement the decisions made at the 5th Plenary Session of the 16th Congress of Communist Party of China and to push forward the development of Binhai New Area. In the important speech at the meeting, Municipal Party Secretary, Zhang Lichang, expounded on the significance of the acceleration of the construction of the Binhai New Area and announced the key plans and tasks for the development program of Tianjin City in the coming period of time. In the speech, he made it clear that the long-term goals of development, which are technically attainable, will fit in with the actual situation of the city and so is consistent with the common aspiration of the people of the city. “It will provide a guideline for our work.” The 8th Plenary Session also deliberated on “The Decision of the CPC Tianjin Municipal Committee to Push Forward the Opening and Development of the Binhai New Area”. The Decision, by setting out the guiding ideology, overall demands and major tasks for accelerating the development and further opening of the Binhai New Area indicates the basic and strategic thinking. It should be viewed as a document of guiding importance for the development of the Binhai New Area.
Mr. Gou Lijun continued to say that TJFTZ achieved an average yearly increase of over 30% in its economy during the 10th Five Year Plan period, which means that TJFTZ is the leading free trade zone in the country in terms of economic growth rate, the size of foreign investment utilized and logistics development. Its comprehensive strength and service coverage have further improved. It is estimated that in the whole year of 2005, TJFTZ will have realized a GDP of 15 billion RMB, which will be 4.5 times that of the year 2000; it will have handled $18 billion worth of goods, which will be 2.8 times that of 2000; its financial revenue will have reached 2.4 billion RMB, which is a net increased of 1.87 billion RMB over 2000. Persistent exploration and innovation efforts over the past years have further expanded the service functions and development potentials of TJFTZ. Boasting a seaport free trade zone, an airport free trade zone, an airport industrial park, an airport logistics zone and seaport logistics park, TJFTZ has become a development area open to the rest of the world and with advantages over others in terms of resources, policies and service functions.
Mr. Gou Lijun said, “The current foreign investment utilized by TJFTZ accounts for a quarter of the city total, with more than 5,700 foreign and domestic enterprises doing business here.” This, he said, “ has helped accelerate the growth of the economy and made TJFTZ a crucially important development area in the city?s opening-up drive.” For future development, TJFTZ hopes to further elevate the level of its availability to the outside world, accelerate the development of the export-oriented economy and give full play to its advantages and strength in particular industries. It is determined to further improve the overall service capabilities, innovative methods and international competitiveness of the Binhai New Area.
TJFTZ aims to make itself a high level, modern logistics industrial area by devoting major efforts to attract transnational logistics corporations. The airport industrial park will introduce the advanced experience of both home and abroad so as to achieve high-level planning and construction and highly efficient management. It will further promote the development of the hi-tech industries and strive to make itself a modern, ecology-friendly industrial park area. As integral parts of Science and Technology Industrial Base for Civil Aviation of China, the airport industrial park and airport logistics zone will speed up the development of the civil aviation science and technology industrialization base and the airport logistics center, and it will attach great importance to developing the airport logistics industry, the organization of trade and commodities fairs and other modern service trade. It is the aim the two zones to make themselves bases for domestic and foreign enterprises to engage in scientific and technological research and development and to translate their scientific and technological achievements into production.
Mr. Gou said that more than 1,100 enterprises operating in the TJFTZ from northwest, northeast and north China. Their cotton, cashmere, soybean, tomato and medicinal materials are exported after deep-processing, creating products with an incremental value of several times. This not only exploits the farm produce market but also creates more job opportunities and promotes the economic development of the hinterland. We must utilize to our advantages, further expand our service coverage and cooperate closely with the neighboring regions so as to achieve common development. We must vigorously develop international trade and modern logistics industry, further expand the scale of the logistics industry (especially for the Beijing, Tianjin and Hebei region), increase the import and export volume of the mid-west and help advance the industrial update of the neighboring regions and the economic rejuvenation of the regional economy.
Mr. Gou Lijun told reporters that TJFTZ is an important part of the Binhai New Area, so its development should conform with the overall development program of Binhai New Area. TJFTZ is called on to strive for a yearly average increase rate of over 30% for its major economic targets and attraction of foreign investment. If this could be achieved, its total regional output value, total industrial output value and total logistic volume by the year 2010 would exceed 50 billion RMB, 100 billion RMB and $50 billion respectively. By this stage, TJFTZ will be a fast-developing area of Tianjin and consequently make great contributions to the invigoration of the economy of the Bohai Sea rim region
